Background
Newtownards Community Workforce was founded in 1987 to provide temporary employment opportunities for the long-term unemployed that would also benefit the local community. The organisation successfully implemented the Department of Economic Development’s ‘Action for Community Development (A.C.E) Scheme to achieve its aims. Under the A.C.E scheme, the training and employment options offered were: Community care, Painting and decorating for the elderly and disabled, Grass cutting and gardening, draught proofing and loft insulation for households on low incomes and administrative/supervisory roles. In 1989 the organisation became a company limited by guarantee, and was recognised as a charity.
 

In 1999, government withdrew funding for all A.C.E projects, and the company made a conscious decision to continue to provide training and employment opportunities for the long-term unemployed by carrying out work that would benefit the local community. After becoming placement providers for the New Deal programme, the company changed its name to Ards Community Employment Services Ltd. (A.C.E.S) to highlight that services are offered on a Borough wide basis. A voluntary board of Directors drawn from the local community governs the organisation.


Business Activity
Since December 1999, Ards Community Employment Services Ltd (A.C.E.S), in association with Lead Provider, North Down and Ards Institute, has been a placement provider for the New Deal programme for 18-24 year olds and 25+ categories. A.C.E.S also provides the following value for money services to the local community across the Ards Borough:

Environmental Work:
  Grass Cutting
  Hedge Trimming
  Collection of Unwanted Items
  Painting Garden fences, sheds etc
  Patio cleaning, pathway clearance, leaf collection
     

Painting and Decorating:


  Private Homes: kids rooms, hall, stairs and landing, kitchens etc

  Offices/Commercial Work

  Community Centres and work for groups
 
     
Community Care
Since October 2001, A.C.E.S have been working in association with the Ulster Community & Hospitals Trust to promote the independence of both the elderly and the infirm by carrying out essential household and personal care duties as:
  Domestic Work - household tasks such as cooking and cleaning
  Personal Care – assistance with bathing, getting into and out of bed
  Sitting Service (while you shop)
  Day respite service to relieve carers
     
  Training Centre:

The organisation recently attracted funding from Ards Local Strategy Partnership Ltd for the establishment of an IT Training Centre.

This facility, which is operated by a Training Co-ordinator, consists of six PC’s and is presently being used to provide accounts and payroll training to community groups within the Borough of Ards.

A.C.E.S Aims and Objectives
  To fulfil potential, grow skills and promote independence
  To provide high quality work experience placements for the long term unemployed
  To provide on-going support and training to enable individuals to access employment opportunities
  To promote inclusion within the local community of people who are unemployed, elderly or infirm, or living on low incomes
     
Successes so far:
  The Newtownards Community Workforce A.C.E Scheme employed some 750 staff over its 12 year history, with over 45% progressed to employment
  By devising structured Individual Training Plans and providing quality work placements A.C.E.S have provided an ideal training environment for our New Deal participants to obtain long-term employment
  A.C.E.S continues to build upon its successful partnership with Ulster Community & Hospitals Trust to provide a high quality service that promotes the independence of our service users
  A.C.E.S provides specialist training to all trainees on the environmental, painting and decorating, IT or community care teams.
